Fiscal

The Fiscal Office accounts for and controls all township revenue and expenses. It is responsible for the safety and distribution of township funds via forecasting, budgeting, monthly reporting, accounts receivable, accounts payable, purchasing, and payroll.

The township Fiscal Officer keeps an accurate record of the proceedings of the Board of Trustees at all its meetings.

The General Fund

The General Fund is the primary operating fund of the township and is used to account for all the financial resources except those required to be accounted for in another fund.  The General Fund is legally adopted by resolution and includes the operations of Administration, Building and Grounds, Zoning and Roads.

Donna Batten

Fiscal Officer

Donna Batten was appointed to Fiscal Officer in July of 2024. Donna brings over 30 years of banking, accounting and payroll experience with the last 20 years being in township government finance.
Donna began her work in public service when she was appointed as Orange Township’s Fiscal Officer for the first time in 2005 and held the position until April 2008. Since then, Donna has served as the Assistant Fiscal Officer/ Human Resource Manager at Genoa Township, where she has successfully completed multiple bi-annual audits by the Ohio State Auditor’s Office as well as achieving a AAA bond rating.
Donna and her husband Darrin have called Orange Township home for almost 25 years. They have two sons Nicholas and Andrew, and a spoiled French Bulldog named Bernard. Donna enjoys horses, biking, hiking, and playing pickle ball with her family.

Special Revenue Funds

Special Revenue Funds are established to collect money that will be used for a specific project.  Special Revenue Funds provide an extra level of accountability and transparency to taxpayers that their tax dollars will go toward an intended purpose.  Some of the Special Revenue Funds of interest are:

Fire Levy

The Orange Township Fire Department operates on levies approved by voters, as well as proceeds coming from fees paid for service through insurance providers and non-residents of the Township.

Parks Levy

The Parks Levy fund operates on levies approved by the voters, most recently in 2022.  Levy funds are used to support the expansion and maintenance of the many parks and trails in Orange Township as well as the North Orange Aquatic Center.

Roads Levy

The Road Levy fund operates on levies approved by the voters, most recently in 2022.  Levy funds are used for road related expenses.  Additionally, the township has the following additional tax funds for road usage:
Motor Vehicle License Tax, Gasoline Tax, Permissive Motor Vehicle License Tax
