BOARD OF ZONING APPEALS: THURSDAY, January 20th 2022 AT 6:00PM

Request: Seeking an area variance from Rezoning Case #19680 Meadows at Lewis Center to allow for a porch to be constructed within the rear-yard setback of thirty-five (35') feet.

Request: Seeking an area variance from Rezoning Case #12-0223 Sanctuary at the Lakes to allow for a deck to be constructed within the side-yard setback of twelve feet six inches (12'6").

Community Garden

The rules and guidelines below are intended to ensure a safe, pleasant, fair, and respectful experience for gardeners, neighbors, the neighborhood, animals, and the public.

It is important we respect the soil, groundwater, and environment by gardening responsibly with these things in mind. For these reasons, Orange Township Community Garden will be limited to organic gardening methods. These rules are not all-inclusive and may be modified as we learn and grow.

Be respectful of other plots by tending to expansive plants (i.e., cucumbers/vines), planting taller plants toward the center of their plots, and not impeding other plots. Gardeners should try to visit their garden two to three times a week during the growing season (weather permitting) to harvest produce and maintain plots.

Orange Township will host a few plots dedicated to providing People In Need, Inc. of Delaware County with fresh produce. Should gardeners decide to donate excess produce, we will develop a process to help facilitate this. Details will be provided following approval and orientation.

General Information:
  • The plots are located at the intersection of Piatt Road and Red Oak Street in the Evans Farm community.
  • Plots are approximately 10 feet x 20 feet. Each plot will be enclosed on one side, with a shared path in the middle.
  • Initial Organic Composting Material will be provided. If additional material is required, you must ensure it is organic. We will utilize Price Farms Organics in Delaware County and recommend them as a source of supply.
  • The annual fee for a garden plot is $20. Upon approval of your application, you will receive payment instructions.
  • Garden plots will be available starting April 15 and must be cleared by November 15. Planting must commence by June 15.
  • Garden plots are open to Orange Township residents only. They are assigned on a first-come, first-served basis. The township will attempt to verify your residency and if unable, you will be asked to do so.
Rules & Guidelines:
  • Pets are NOT permitted in the garden.
  • Plots are to be maintained through organic means only. If in doubt, go without.
  • Gardeners are to provide own tools and are responsible for their plot weeding, watering, and general upkeep.
  • Plots must be respectfully maintained. Any reasonable complaints must be rectified within seven (7) days.
  • Multiple attempts to contact gardeners with unkept plots will be made. After 14 days, plots will risk forfeiture. Please contact Ben Grumbles or Orange Township if you know you will be unable to maintain your plot.
  • Fencing is not planned at this time. We will partner with Evans Farm on fencing options, should they become necessary. If warranted, approved options will be the responsibility of the individual gardener to supply and maintain.
  • Trellis must be 6 ft. or less and should not impede neighboring plots.
  • Children under the age of 16 must be accompanied and supervised by an adult.
  • Trash, weeds and spoiled items should be placed in proper locations. A composting area for green waste will be established.

Zoning Appeals

The Board of Zoning Appeals makes quasi-judicial decisions on requests for variances and conditional uses. The board meets on a monthly basis to review and decide submitted applications. The Board of Zoning Appeals may approve, approve with conditions, deny, continue or table applications as necessary.

This is a paid board of five members and two alternate members appointed by the Township Trustees. Members of the board must reside in the township and are allowed to serve two full five-year terms. In the event a member gains the position of a predecessor who was unable to complete their term, the new member is able to serve the remainder of the unexpired term, in addition to their two allotted 5-year terms.

Zoning Commission

The Zoning Commission considers requests for amendments to the township Zoning Map, and makes recommendations to the Board of Township Trustees. Members of the board must reside in the township and are allowed to serve two full five-year terms. In the event a member gains the position of a predecessor who was unable to complete their term, the new member is able to serve the remainder of the unexpired term, in addition to their two allotted 5-year terms.

Mailbox Repair & Replacement

This policy establishes guidelines regarding damage to a mailbox resulting from Orange Township’s winter-time roadway snow removal operations.

Mailbox & Post Condition

Orange Township suggests owners annually do a general inspection of mailbox location and quality of construction. Orange Township will not be responsible for any repair or replacement of mailboxes that fail to meet the following requirements:

  1. The mailbox is located a minimum of 6" from face of curb or edge of pavement to face of mailbox.
  2. The mailbox is able to withstand the weight of snow removal including, but not limited to, having the following characteristics:
  • No rotten wood or rusted metal
  • No loose or missing hinges, bolts or screws
  • Sturdy and stable post and mail box

Request Procedure

  1. Obtain a wintertime Mailbox Repair or Replacement Request Form. Once the form has been submitted, a representative of the Public Works Department will inspect the mailbox for compliance with the above stated requirements. If possible, a temporary repair may be made so that mail can be received.
  2. The Roads Superintendent will review the inspection results and determine whether the mailbox complied with the above stated requirements and whether the facts clearly indicate that the damage was the result of Orange Township’s wintertime roadway snow removal operations. They or their designee will then contact the property owner and inform them of the review’s findings and any plan of action.
  3. If the property owner wishes to appeal the decision of the Roads Superintendent, they shall submit a written appeal to the Township Administrator. The Township Administrator will use the review standards stated above, apply them to the results of the inspection and the facts and uphold or overturn the decision of the Roads Superintendent. The decision of the Township Administrator shall be final.
Plans of Action

If the Roads Superintendent determines the mailbox met the above requirements and that the facts clearly indicate the damage was the result of the Township’s operations, but not involving direct contact with a Township vehicle that was reported as an accident, the mailbox will be repaired or replaced by the Township, provided that the estimated cost of the same does not exceed $150.00 per mailbox. If the estimated cost of repair or replacement exceeds that amount, the Roads Superintendent will offer the property owner a Township contribution of $150.00 to be used for such purposes.

If the Roads Superintendent determines the mailbox met the above requirements and that the facts clearly indicate the damage was the result of the Township’s operations involving direct contact with a Township vehicle that was reported as an accident, the mailbox will be repaired or replaced by the Township, or the matter referred to the Township’s insurance company for resolution.

If the Roads Superintendent determines the mailbox did not meet the above requirements and/or that the facts do not clearly indicate the damage was the result of the Township’s operations, no further action will be taken and the repair/replacement shall be the responsibility of the property owner(s).

To prevent snow from being plowed back into your driveway, please place snow to the right of your driveway when facing the street. Shoveling or plowing your driveway snow into the travelled road is an unexpected hazard and a serious safety issue for drivers and vehicles.

Do not park in the street

Parking in the street impedes effective snowplowing.

Do not put trash/recycling bins in the street

Any kind of item in the street impedes effective snowplowing.

Residents are responsible for clearing their driveway, the sidewalk in front of their home, and their mailbox.

Facility Rental

Orange Township has five beautiful outdoor park shelters, three shelters inside the North Orange Aquatic Center, and one indoor community room available for rent for Orange Township residents.

Rental Process

The five outdoor park shelters and the North Orange Park Community Room must be reserved through our reservation software. You'll have to create a login and wait for your account to be approved during business hours. Then you'll be able to check calendar availability, make reservations, and pay.

  • No alcohol or smoking is permitted in Township facilities.
  • No vendors, sales, or food trucks are permitted.
  • The person making the reservation is responsible for cleaning the facility, including placing all trash in the dumpster.
  • Print your receipt and carry it with you as verification.
  • Your reservation is confirmed upon our receipt of the contract and payment.

The shelters located inside the North Orange Aquatic Center are $25 per two-hour block and can only be reserved for one two-hour block per group per day. The reservations for these shelters must be made directly through the North Orange Aquatic Center 740-657-8881.

Community Room

  • Reservations are available Monday through Friday from 10AM to 7PM.
  • No cooking or grilling is allowed. Slow cookers and food warmers are permitted.
  • Pool access is not included.
  • The person making the reservation is responsible for ensuring that the room is clean. A vacuum is available, and cleaning supplies are under the sink.
  • Pick up your keycard as early as 5 days prior to your rental at Orange Township Hall 1680 East Orange Road.
  • Drop off your keycard in the keycard dropoff on the door as you leave.

Driver's licenses are renewed every 4 years. People move and forget to update their driver's license, so they cannot be accepted as proof. We require a current utility bill with your name and address.
