What Township Parks and Roads will the levies support maintenance for?

  • The Parks and Recreation Levy will support 7 Township Parks and 13 miles of bike and pedestrian trails.  In addition, the Road Levy will support 101.572 miles of road within 22.78 square miles.  Parks, trails and roads managed by other entities are excluded.

What happens if the levies do not pass?
  • The Township Park Department will lose its only source of funding and the Road Department will lose a major source of funding.
 
Does the levy apply to both business and residential properties?
  • All owners of real property (other than those that are tax-exempt) would pay the tax, which is based on the Delaware County Auditor’s recorded value of the property. https://auditor.co.delaware.oh.us/.

How will the ballot language read?

Parks and Recreation Levy

A renewal of a tax for the benefit of Orange Township, Delaware County, Ohio for the purpose of parks and recreational purposes at a rate not exceeding 1 mill for each one dollar of valuation, which amounts to $0.10 for each one hundred dollars of valuation, for 3 years, commencing in 2019, first due in calendar year 2020.

Road Levy

A renewal of a tax for the benefit of Orange Township, Delaware County, Ohio for the purpose of the general construction, reconstruction, resurfacing, and repair of streets, roads, and bridges at a rate not exceeding 0.5 mills for each one dollar of valuation, which amounts to $0.05 for each one hundred dollars of valuation, for 3 years, commencing in 2019, first due in calendar year 2020.

How much would be raised if the levies pass?
  • $1,208,846 annually for the Parks and Recreation Levy and $631,003 annually for the Road Levy.

What is the millage for the November 2019 levies?
  • A total of 1.5 mills with no increase, comprised of a 1 mill Parks and Recreation Levy and a 0.5 mill Road Levy.

How many people are employed in the Parks and Road Department?
  • 2 full-time and 2 part-time employees are employed in the Parks Department.
  • 6 full-time employees and 1 part-time employee are employed in the Road Department.

How will the funds be spent?

  • All of the park funds generated by the renewal will be used to operate 7 Township Parks covering 90+ acres with 13 miles of bike and pedestrian trails and support 2 full-time and 2 part-time Park Workers.  In addition, funds generated will serve to operate the North Orange Park Aquatic Center, Township Park events and additional bike/pedestrian trails, athletic fields, park buildings, restrooms and parking lots in the future.
  • All of the funds generated by the renewal will be used for the maintenance of 101.572 miles of roadway within 22.78 square miles of Township area and support 6 full-time and 1 part time Maintenance Worker.  In addition, funds generated will be used for patching potholes, cleaning ditches, mowing along right-of-ways, rating roads for resurfacing & repair, line striping, installing and updating ADA accessible ramps, cross-walk markings and winter maintenance such, as snow and ice control.

When does voting begin?
  • Early in-person voting will take place at the Early Voting Center located at 2079 U.S. Highway 23 N, Delaware, Ohio 43015 beginning on October 8th and ending at 2:00 p.m. on November 4, 2019.  Absentee voting by mail also begins on October 8th and ballot submissions must be postmarked by November 4th.  The deadline to request an absentee ballot is noon on November 2nd.

On Election Day, November 5th, all polls will be open 6:30 a.m. to 7:30 p.m.
